It is much stronger than a simple guess like 'tabun' (probably). It implies 'it ought to be so' based on evidence or common sense.

To use it with verbs, use the dictionary form or the past tense (ta-form). For Na-adjectives, add ใช, and for Nouns, use ใฎ before hazu.
